China Puts RMB 185.1 Billion Into Equipment Renewal as Tractor Safety Rules Bite
China allocated RMB 185.1 billion for equipment renewal in 2026, keeping farm machinery scrapping subsidies while the GB 18447-2025 tractor safety standard took effect July 1.
Market notes
- China allocated RMB 185.1 billion for equipment renewal by end-April 2026, targeting RMB 200 billion for the full year.
- The GB 18447-2025 tractor safety standard took effect July 1, 2026, replacing four 2008-era standards.
- China sold about 400,000 tractors in 2025, down 11.1% — the fourth straight annual decline from 620,000 units in 2021.
- Provinces can add up to 12 machinery categories to the replacement program.
- Weichai Lovol, John Deere China, AGCO and CNH Industrial helped draft the new standard.

China allocated RMB 185.1 billion (about $26.9 billion) to equipment renewal programs during 2026 through the end of April, according to the National Development and Reform Commission, and the funding stream explicitly maintains subsidies for scrapping and replacing outdated agricultural machinery.
The total combines an initial tranche of RMB 93.6 billion with a second allocation of RMB 91.5 billion, both financed through ultra-long special Treasury bonds. The NDRC reported the second tranche by end-April. Beijing plans to push total 2026 funding for equipment renewal to RMB 200 billion. The money covers multiple sectors of the Chinese economy — agriculture is one beneficiary, not the sole recipient.
The farm machinery push coincides with a hard regulatory deadline. Since July 1, 2026, every tractor sold in China must meet GB 18447-2025, the national standard for tractor safety technical specifications that authorities published in June 2025. The standard consolidates four separate requirements dating from 2008 into a single national specification covering all tractor categories.
Who shaped the new standard?
Drafting brought together public institutions and specialized research centers alongside major manufacturers with production in China: Weichai Lovol, John Deere China, AGCO and CNH Industrial. Their involvement signals that the consolidation of safety rules applies to domestic and international builders alike in a market where domestic manufacturers hold roughly 95% of tractor sales.
How flexible are the subsidies?
The national framework keeps incentives to pull older machinery from service, but provincial authorities retain meaningful discretion:
- Provinces can adapt the program to local production conditions and mechanization levels.
- They may add up to 12 additional categories of agricultural machinery eligible for replacement support.
- The machinery program sits inside a broader asset-replacement policy spanning multiple sectors of the Chinese economy.
What is the state of the tractor market?
China sold approximately 400,000 tractors in 2025, down 11.1% year over year — the fourth consecutive annual decline from the 620,000-unit peak of 2021, according to Global Tractor Markets (GTM), Maquinac International's tractor market data platform. Even after the contraction, China remains the world's second-largest tractor market, accounting for about 18.2% of estimated global sales in 2025.
That scale cuts both ways for global manufacturers. Four years of shrinking domestic demand have compressed volumes, yet a market moving roughly 400,000 units a year — with foreign makers holding only around 5% — makes any change in replacement subsidies or certification requirements material for equipment groups operating there.
What happens next?
It remains too early to gauge how the combined subsidy-and-standard package will move annual tractor sales, particularly after four straight years of contraction. The measures' significance extends beyond short-term unit volumes: with subsidies accelerating retirements and GB 18447-2025 resetting the technical bar for new machines, the renewal of China's agricultural machinery fleet stands as one of the largest equipment replacement processes currently underway in the global agricultural machinery industry.
